Ahmed Alid, 44, was charged following an investigation by Counter Terrorism Policing North East and Cleveland Police and will appear before Westminster Magistrates Court on Tuesday.
A man has overnight been charged with the murder and attempted murder following an attack in Hartlepool which left a 70-year-old man dead and another man injured.
Officers have now charged Ahmed Alid who is aged 44 following an investigation by Counter Terrorism Policing North East and Cleveland Police and will appear before Westminster Magistrates Court on Tuesday morning.
Terrence Carney aged 70 who had visited a near by cash machine has been named by officers as the man who died.
Detective Chief Superintendent James Dunkerley, who is the Head of Counter Terrorism Policing North East said: “We are satisfied that this was an isolated incident and are not seeking anyone else in connection with this matter.
“We are grateful for the support and understanding of the local community during this investigation, which has caused understandable concern among local people.
“We will continue to work closely with Cleveland Police colleagues to reassure those affected and keep them informed.”
The incident started in Wharton Terrace at 5.17am on Sunday.
Police were called to a property and found an injured man who suffered non-life-threatening injuries. He is currently in hospital receiving treatment.
Shortly after the incident at the property officers received reports that there was a body laid in Tees Street.
