The Independent Office for Police Conduct (IOPC) investigation followed a top off that a phone was deliberately damaged to hide contact with various parties over Operation Conifer – the probe into allegations of historic child abuse linked to Ted Heath.
Mr Veale admitted telling some colleagues he dropped the phone in a golf club car park and it was run over by a car.
But he explained to IOPC investigators that the damage was actually caused when he swung a club at his golf bag in frustration after playing a poor shot.
The investigation found no evidence that the phone had been damaged and that he had no case to answer for discreditable conduct.
