Ex-Police Officer abused trust of rape and sexual abuse victims

Commander Dean Haydon, commander for Specialist Crime Investigations, said: “Former DC Carl Ryan abused the trust placed in him by victims of rape and sexual abuse and has been found guilty of perverting the course of justice. His activities were manipulative, calculated and indefensible. He deceived his colleagues and members of the public who had been subjected to the most serious offences and for whom he had a duty of care.
“As a consequence of management reviews, Ryan’s conduct was uncovered and he was subsequently arrested by the Directorate of Professional Standards. The matter was referred to the IPCC and he was later dismissed from the MPS following a fast-track misconduct hearing.
“Over 1,100 officers and staff work within the Sexual Offences, Exploitation and Child Abuse Command and all are committed to providing the highest quality service and support to victims of abuse. Following the investigation into the offences committed by Jimmy Savile and others the reporting of rape and sexual offences has risen to unprecedented levels culminating in the highest numbers of investigations and prosecutions.
“The confidence of the public to report offences has increased significantly year on year and continues to do so. Anyone who has been the victim of sexual abuse is encouraged to report such crimes and can be reassured that they will be treated with the utmost sensitivity and respect and will be provided with support throughout. Each case will be taken seriously and thoroughly investigated.”
